Meter / Pay-by-App Failure Defense

NH municipalities (Manchester, Concord, Nashua, Portsmouth) use a mix of physical meters, pay-stations, and app-based systems (Passport, ParkMobile, Park Concord). When equipment fails, the user cannot be lawfully cited. Document the failure with screenshot of app error, photo of meter showing 'OUT OF SERVICE', or bank record showing the attempted charge. Submit to the municipality with the appeal.
