Local authority dockless parking scheme — TRO/signage challenge

Several LAs (Newcastle, Birmingham, Bristol, Liverpool, Cambridge, Oxford) have introduced dockless parking bay schemes with their own PCN/charge regimes. Like council EV bay PCNs they require valid TROs, prescribed signage, and the contravention to actually occur.
