Where a Toll Enforcement Invoice or red-light/school-zone Notice of Violation is sent by certified mail and returned 'unclaimed' or to an out-of-date address, the agency must attempt re-service before pursuing UTC issuance. Skipping the re-service step or proceeding to a UTC without proof of delivery is a procedural defect under §316.0083(1)(b) and §316.0776(2).
