If the red route ticket came from a camera: ask for the full footage of the stop and any record of what the CCTV operator observed

Transport for London says red route tickets are issued either by CCTV operators or by Police Community Support Officers, and that its CCTV operators "will always observe a vehicle to establish the reason why the driver has stopped". So if your ticket came from a camera, ask for the whole of the footage of your stop, not just the stills on the notice, and for any record the authority holds of what the operator observed. That lets you check whether the operator saw, for example, a passenger getting in or out, goods being loaded, or a vehicle that had been held up. Do not argue that a camera cannot be used for a red route bay: the High Court rejected that in 2023.

Transport for London, "Common myths and complaints about red route parking enforcement", read 9 October 2026: "Our CCTV operators will always observe a vehicle to establish the reason why the driver has stopped. If the reason for stopping does not fall within one of the few permitted exemptions, we may issue a PCN." The same document says red route PCNs are issued by CCTV operators or by Police Community Support Officers. This is TfL's own statement of its practice, not a statutory duty; the ground asks the authority to produce the record of the observation it describes. Not argued: that camera enforcement of a red route bay is unlawful - R (Transport for London) v London Tribunals [2023] EWHC 2889 (Admin) quashed the adjudicators' decision to that effect.

How to identify this in your case

Only for a code 46 ticket that came from a camera (it arrived by post, with still images). Ask for the whole clip and any record of what the operator observed. Look for anything that shows why you stopped: a passenger getting in or out, loading, a breakdown, or traffic holding you up. Do not argue that cameras cannot enforce red route bays - that argument lost in the High Court in 2023.
