Hawaii Citation Format Defects — Missing Required Elements

Under HRS §291C-165 and county codes, parking citations must contain: officer ID/badge number, accurate plate and vehicle information, date and time, specific code section violated, location description, and officer signature/electronic equivalent. Citations missing any required element, with material errors (plate misspelled, wrong make/model, wrong location), or with illegible content are defective. Hawaii's e-citation systems have introduced new error categories (system glitches, wrong code section auto-populated).
