SLC Code §12.96.080 authorizes the hearing officer to reduce or dismiss a citation 'in the interest of justice' on consideration of mitigating factors. SLC's published practice (and most Utah city hearing officers under similar local ordinances – Provo §9.11, Orem §17-3, West Valley §11-4) treats first-time offenders with a clean record favorably. A respectful in-person request often results in a 50-100% reduction even where no technical defense exists.
