Financial Hardship — Request for Time to Pay or Payment Arrangement

Genuine financial hardship rarely cancels a valid PCN on its own, but it is a recognised basis to ask the authority to (a) agree time to pay or an instalment arrangement, (b) hold escalation while affordability is assessed, and — especially when combined with a vulnerability — (c) exercise discretion to reduce the penalty. How to identify this in your case

You cannot pay the penalty in full within the discount window without genuine hardship, and you can evidence your income and essential expenditure. Strongest where combined with a vulnerability (illness, disability, caring responsibility, low income).

I am writing regarding PCN [reference]. I wish to explain my financial circumstances and to request an affordable arrangement to pay. [Brief, true description of your situation — e.g. 'I am currently on a low income / in receipt of [benefit] / dealing with [change of circumstance], and I cannot pay the full amount at once without going without essentials.'] I enclose an income-and-expenditure statement setting out my position. On that basis I respectfully ask the authority to: - agree time to pay, or an instalment arrangement I can realistically maintain; and - place any further escalation on hold while it considers this request. [If applicable: I am also affected by the following circumstances which I ask the authority to take into account: ...] I am engaging in good faith and want to resolve this. I would be grateful for your help in agreeing an affordable way forward.
