DLR — Three-Stage Statutory Appeals Process

DLR's published process is three-stage: (1) initial appeal to DLR Parking Services; (2) re-appeal to an Independent Appeals Officer if the first stage is rejected; (3) only if both fail does the matter proceed to court. Each stage must occur within the 56-day window. The 'Independent' Appeals Officer is critical — DLR cannot decide its own re-appeal.

Legal basis

DLR Parking Services published procedure (dlrcoco.ie); natural justice / nemo iudex in causa sua (no decision-maker in own cause).
