DLR — 9-Digit FCN Reference Must Start With 'DLR'

DLR's published FCN reference format is 'a nine digit number commencing with the letters DLR'. Any DLR-region FCN that does not match this format on its face is structurally defective — either it is not a DLR notice at all, or DLR's enforcement system mis-generated the reference. Either way it cannot survive a 'prescribed-form' challenge.

Legal basis

DLR Parking Services published rules (dlrcoco.ie); Road Traffic Act 2010 s.35 (prescribed form); Dún Laoghaire-Rathdown County Council parking bye-laws under Roads Act 1993 s.36.

How to identify this in your case

DLR FCN where the reference is not 9 digits long, or does not start with 'DLR', or the 'DLR' prefix is missing entirely.
