CRS 42-4-1206 — Defective Penalty Assessment Notice (PAN)

Colorado parking citations are issued as Penalty Assessment Notices under CRS 42-4-1206 and 42-4-1709. The PAN must contain: the registered owner's name and address (if known), the vehicle plate, the date/time/location of violation, the specific section of CRS or municipal code violated, the penalty amount, the response deadline, and the issuing agent's identification. A PAN that fails any of these (illegible writing, wrong section number, missing officer ID, missing location) is facially invalid. Under CRS 42-4-1709(3) a defective PAN deprives the court of jurisdiction.
