Colorado parking citations are issued as Penalty Assessment Notices under CRS 42-4-1206 and 42-4-1709. The PAN must contain: the registered owner's name and address (if known), the vehicle plate, the date/time/location of violation, the specific section of CRS or municipal code violated, the penalty amount, the response deadline, and the issuing agent's identification.
