Residents living within the Congestion Charging Zone are entitled to a 90% discount once registered with TfL. Where the driver was a registered (or eligible and timely-registering) resident and the discount was not applied — or a registration/renewal was delayed by a TfL processing error — the full penalty is not properly due.
