Congestion Charge — Resident 90% Discount Not Applied

Residents living within the Congestion Charging Zone are entitled to a 90% discount once registered with TfL. Where the driver was a registered (or eligible and timely-registering) resident and the discount was not applied — or a registration/renewal was delayed by a TfL processing error — the full penalty is not properly due.

Legal basis

Greater London (Central Zone) Congestion Charging Order 2004 (residents' discount); Road User Charging (Enforcement and Adjudication) (London) Regulations 2001 (SI 2001/2313)

How to identify this in your case

Confirm the registered keeper's address is within the zone and check the residents' discount registration/renewal status for the charging date.
