Civil Enforcement Officers (CEOs) must wear a prescribed uniform and display a valid identity badge whilst on duty. Under the Civil Enforcement of Parking Contraventions (England) General Provisions Regulations 2007, a PCN issued by an officer not in uniform or without a visible ID badge is procedurally defective and should be cancelled. The requirement exists to identify the officer to members of the public.

How to identify this in your case

If you were present when the ticket was issued, recall whether the officer was in full uniform with a visible badge. If you have CCTV or dashcam footage, check this. Submit a SAR for the CEO's body-cam footage. Challenge if uniform was incomplete or badge was not displayed on the outer garment.
