What this ticket is

A civil, usually camera-enforced Penalty Charge Notice for a moving-traffic contravention — a banned turn, no entry, going the wrong way, a restricted route, a mandatory cycle lane, or a pedestrian zone.

The law

These restrictions sit under the council’s Traffic Regulation Order (Road Traffic Regulation Act 1984); signs and markings must comply with TSRGD 2016. In London, moving-traffic enforcement runs under the London Local Authorities and Transport for London Act 2003; councils elsewhere in England gained these powers under the Traffic Management Act 2004 (Part 6) from 2022. Either way you can make representations and appeal to an independent tribunal.
