Vehicles driven by or carrying a Blue Badge holder are exempt from Scottish LEZs (Glasgow, Aberdeen, Dundee, Edinburgh) under the LEZ exemption framework. Even where pre-registration via Transport Scotland's permits portal was not completed, a fine should be cancelled at appeal where the badge was held on the contravention date.
