Scotland — Parking Appeals Service (PASS): Free Independent Appeal
The Parking Appeals Service for Scotland (PASS) provides free, independent adjudication for Scottish council parking PCN appeals. After receiving a Notice of Rejection of Representations from the council, the motorist has 28 days to lodge an appeal with PASS. Adjudicators can cancel PCNs on any of the same grounds that apply in England/Wales (signage defects, procedural errors, mitigation). Many councils settle before the hearing.
